Mongolia's national program for ensuring human rights was first implemented in 2003 by the 41st resolution of the Parliament.

Since then, there has been a need to develop a new national program in line with the human rights situation and social and economic changes.

Therefore, the National Human Rights Commission, as part of its mandate to protect and support human rights, oversees the implementation of human rights and freedoms stipulated in the Constitution, laws, and international agreements of Mongolia, established a working group of experts to develop the draft of the "Second National Program for Ensuring Human Rights" in May 2023, prepared a draft of the program with 7 goals, 46 targets, and 273 measures and submitted it to the relevant parties. The draft program was discussed by the representatives of civil society organizations working in the field of government and human rights, as well as local people in a regional manner.

As a result, a working group was established with the task of developing a draft of the resolution of the State Great Khural "On the adoption of the National Program No. 2 for ensuring human rights" by the Decree No. 93 of 2024 of the Speaker of the State Great Khural.

During the development of the program, there was a need to coordinate with national long-term development documents and to clarify the legal basis for program development.

In this regard, the "Working Group on Amendments to Certain Laws Related to Ensuring Human Rights and Freedoms" headed by Member of Parliament H. Baasanjargal submitted a draft amendment to the relevant law in January 2025 to the Parliament.

The draft law includes the legal basis for developing a targeted program for ensuring human rights and freedom, and "Article 6.5.9 of the Law on Development Policy, Planning, and Its Management contains regulations related to the development of a "targeted program for ensuring human rights and freedom".

The draft amendment to the above law was approved by the State Grand Khural in July 2026, and the legal basis for the adoption of the II national program for ensuring human rights was formed.
