B. Altantuya, Executive Director of Amnesty International of Mongolia, said, "In 2021, under the auspices of the President, there was a big meeting called the National Human Rights Forum of Mongolia. There was an initiative to hold this meeting on the topic of "Budget and Human Rights", a pressing issue of human rights at that time. Because there were many pressing issues, only one branch meeting was held on the topic of "Budget and Human Rights", and our two HNECs jointly produced a manual.

However, he said, "I hope that today's training will contribute to quality progress that will be seriously considered if it is applicable in real life."

D. Sunjid, head of the National People's Committee of Ukraine:D. Sunjid, head of the National Committee for Human Rights, clarified that taking into account the principles of human rights, the actual needs of rights implementation, and the characteristics of the target group at all stages of budget development, approval, implementation, and monitoring increases the effectiveness and efficiency of the budget, as well as the implementation of the government's duty to respect, protect, and ensure human rights.

For example,We believe that one of the main causes of human rights violations is budget allocation and adequacy.

"Protect human rights", "realize women's rights", and "support people with disabilities" are very good in your respective fields. To get to the process, you have to pay attention to how it all goes down.

There are organizations that perform special functions of the state. There, food and medicine expenses are deducted from the budget. When a member of the National Health Service visited military units and prisons for inspection, the medicines had expired. It is said that we take only two medicines, blood pressure reduction and pain relief, ourselves or we pay for them.

A look at the industry budget shows a big number. This is how it is in the beginning. Is that why we are worthy or effective? They are asking how it is being distributed.

From the point of view of human rights, we would like to pay more attention to the allocation to the target and vulnerable groups when measuring the budget.

The budget law has everything to discuss, take opinions, and participate.

The issue of human rights in the education sector was addressed two years ago in the 23rd report. Then there is a budget for the cost of food for the children in the boarding house. 2000 MNT for children's meals in kindergarten. They put a number that raises questions about how to deliver. What nutrients…

The issue of forensics is directly related to the budget. There is only one investigative organization in Mongolia that provides evidence to the court. When looking at the situation of this organization, there are many things that are insufficient, such as premises, human resources, salaries, laboratories, etc., which are related to the budget.

"Children shall be protected" can be seen in all laws. The cost of the joint team is 50,000 MNT. We always insist that this expense should be included in the Sum and provincial budgets. There is a problem of accommodation in the school environment. I have come across dormitories that do not meet the standards, in approved buildings, where water drips from the rain, not to mention, I sit in my outer clothes in winter. The answer is that it is being solved step by step. We receive information on implementation from the government, which is reflected in the resolution of the Parliament. At this rate of five to seven dormitories per year, it is unclear when the renovations will be completed.

If you remember, in one of Khuvsgul's shots, there was a picture of a policeman handcuffing a citizen to a pole.

Please consider all of this when carrying out your role of policy formulation, budget control, and decision-making support.

During the training, it was emphasized that the budget is not only the government's income and expenditure plan, but also the main financial tool for the government to respect, protect and ensure human rights, and discussed the requirement to distribute budget funds adequately, equitably and efficiently in accordance with the needs and priorities of human rights, and to spend them according to their intended purpose.

For example, 35 or 58.3 percent of the total 60 suggestions and recommendations included in the 25th report on the state of human rights and freedom in Mongolia said that budget and financing solutions are needed and emphasized how budget decisions affect the actual implementation of human rights.
